In 1984 Joseph Rael, Beautiful Painted Arrow was doing a Sweat Lodge in a Sufi educational institution in Marin County, California when he was had an out of body experience.  Three men appeared and took him over the edge of the cliff to the ocean below.  There appeared three white slashes where the men dived into the water.  Their force pulled Joseph in after them.  He recalls as he was falling he noticed he was nothing but light.


When he fell to the Ocean floor he entered a corridor like an underground tunnel where he was pulled along by a being who was half man with long blonde hair and half fish - a green fish.  A Merman. Joseph then found himself in a light filled cabin and without water.


In this cabin was a beautiful, baby faced Being clad in a metallic blue cape.  His face was pink and he emanated innocence, calmness and serenity.  He was seated on a glowing throne studded with emeralds and diamonds.  This Being put a light in front of him that looked like a blue tear drop. 


He communicated telepathically  with Joseph.  Asking him to build a fire on the 7th of April for the purification of the waters.  Joseph knew he meant the physical oceans as well as the cosmic oceans.. This he did in the Peace Sound Chamber.  He then gave this vision to the world to do on the 7th of each month, so the 7th of April would not be missed.  Joseph wondered if the being was Oceanus or a manifestation of him. 


Some time later he came to know that the ancient Greeks did honour Oceanus on April 7th by making a fire.  In this modern world we do this Ancient Ceremony to honour the waters of the physical and cosmic worlds.


Oceanus is the metaphor for birth of ideas, visions therefore, doing this Ceremony each month brings forth new ideas and visions of a personal and global nature.

At this time of great change and uncertainity, flaring of tempers and prospect of war there cannot be too much ceremony.  In fact, we are ceremony, how we practice makes the difference between harmony and chaos
